I have first hand experience dealing with legislators getting complaints from one "squeaky wheel" constituent and that politician's knee jerk reaction,"We've got to do something about this!". Once that snowball gets rolling it will take on a life of it's own. My observations of those in this hobby are; Cops & former cops usually have older cars used at some point in their career; wannabees who drive surplus auction vehicles and a smattering of car enthusiasts who decided it was time to try restoring a police car or work up a clone.
