I'm going to work last night and stop for fuel while watching traffic go by I notice a Chevy Caprice with red stripes and trunk etc. even a faded sheriffs office phone number. The person who obviously bought this clunker never bothered to remove the markings and the County who sold it didn't either. Many agencies are just too damn LAZY or too CHEAP to spend a few bucks to remove markings and just auction them off sometime complete with lights etc. See they also creating a lot of this "blue light bandit" syndrome. Nothing leaves my small town without all marking being removed. Most agencies use a version of the 3M adhesive plastic, which can be readily removed useing some "brake clean" and a heat gun. Using this combination is easier than scraping or sanding them off while ensuring top dollar at the auction. You would think that after 9/11 someone upstairs would think about this issue. Hell if LAPD could have celebrity jail guests washing their cars, others could have them peeling off the markings. This would be a perfect community service sentence for juvenile offenders, along with some wax on and wax off.
