He could do it anywhere else when alone, not just in the shower. Maybe 17 is too old to stop him from doing it, but he is still a minor under the law and thus must abide by the parent's or carer's rules. I had a female friend who worked in a juvenile institution and she told me that the boys, from age 13 to 17, were monitored 24/7, even in the showers. Masturbation is prohibited in these institutions and if caught they are punished. She said that some of the staff let the boys do it in the showers in their presence knowing that boys that age must have a release ocasionally. But most of the supervising staff go by the rules and never allow the boys to do it. She said that about half of the staff were female, some very young so not much older than the boys themselves. Some enjoyed the power they had over the teenage boys, especially denying them masturbation and shaming by forced nudity. In fact the no-masturbation rule is applied in all prisons, even for adult males. And most of these prisoners are monitored 24/7 even in their cells.
