More complicated than just the familiar advice that the parents are paying and that therefore they have the right to spank for rule violations. We need to know more in order to give competent advice but most likely the complications make sharing more not such a good plan. I would suggest that if Pat needs to break bad habits, then she should treat living at home and the spankings as beneficial.
