Assuming you are talking parental spankings, I'll answer from the pov as a teenager.

1.How long does a spanking last?
Honestly don't know. It seemed like forever at the time but I would guess maybe a minute.

2.Is it really different on pants, panties, bare bottom.
Never got it on the pants other than warning smacks, I would say panties offer a little protection but not much.

3. What does it feel like to have your bottom repeatedly smacked?
The best way to describe it I would say is horrible; mixed feelings of pain, anger, embarrassment, shame, and sometimes agony.

From my experience the switch, followed by the belt.

Depending on the implement and severity, anywhere from a few hours to into the next day
