I have read she is 20 years old, so she is a legal adult. My only question would be does she consent to being spanked? If she does not, the big con would be you could be charged with assault. As long as consent is not a problem, bare bottom is the way to go about it.

You have already given consideration to the pros and cons. Ultimately for a disciplinary spanking you want to exercise full over over her and that is best determined by watching her reactions to both approaches.
