Very interesting topic. I guess there might be more acceptance than we think if implemented in the right way.

Introducing corporal punishment at college would probably be very controversial, so maybe it could be introduced as optional motivational coaching and/or disciplinary alternative when someone is caught cheating or something like that. After some time it will become more and more common and thus more and more accepted that college boys and girls get the paddle (again) and probably this could in turn lead to a further expansion of the rules.

At the workplace its a different thing but I think here also many employees, especially young ones, would accept. I guess for example a clumsy waitress would probably often prefer to quickly get the seat of her skirt warmed and get it over with when she was careless, rather then being fired. Another example could be a young intern in the office who overslept one too many times. Being fired would look quite bad on her cv so six of the best on her panties might seem like the better option to her.

In the judicial sector, there are of course also many options. Petty crime like speeding, shoplifting or grafftti could be possible scenarios for the use of corporal punishment as an optional alternative to fines (or short prison sentences). When offered the options of paying a 1000 bucks or taking a dozen with the strap, many might choose the latter. It shouldn't be implemented as cruelly as for example in Singapore though, there is no need for permanent damage, just a sore bottom and a few marks for some days to feel when sitting down.
