Not So. In the US and most of free Europe the people own the land. They prosper from it. At the same time, let someone in government pull crap on the people, ie. steal money or squander it and you will find everyone of those landowners protesting. Right now in America there is a major protest building that is about to get into Clintons face with the doubling of gasoline prices. And most of these protestors are landowners who have to heat their homes and drive to work in the gas guzzling cars. So for PNG to have to give up land ownership isn't the answer. The answer is to get them more involved in the government. Get them to work towards contributing to the GNP of PNG. Have them pay income taxes. When they start having to pay income taxes and someone in the governments steals it you will see some protest. Count on it.
