I agree with you, problem is that its impossible to get any guarantee of having a benevolent dictator whose heart is in the country's development before his own (or his clan's) development. Societies which are not so tribally based or have such strong family structure MIGHT be more likely to have a dictator who is benevolent and is concerned with the country's development.

On the other hand... a non-clan based society might not accept a benevolent dictator, but only a strongarmed one??

Give me an example, apart from Singapore and Malaysia, of a benevolent dictator.
