I believe it. American always hire people they know over those they don't. It's pure and simple wantok system. 2 differences, however from PNG.

(1) Wantokism is based on friendship, not usually blood connections. Many of them don't stay close to their blood connections as they grow up.
(2) They maintain a quality standard when selecting people to fill jobs. In other words, the quality baseline isn't compromised when selecting a wantok. You pick an excellent wantok over an excellent unknown. You don't pick an average wantok over an excellent unknown. However you might pick a good wantok over an excellent unknown.

When you pick someone you know over someone you don't, you have a better chance of finding personalities that fit those already present in the work environment. This leads to more productivity and a better work environment, compared to if you select an unknown and end up with an incompatible personality that creates a morale problem in the entire work environment, affecting the work of everyone.
