The problem with these archived thingies is that when the
man with the broom comes and cleans up the board we can't
easily see what we wanted to respond to. But I want to
respond to the chap who had trouble getting people to run
the irrigation system after it was built.

Have you heard about the elephant in the room? The one
that is there but no one talks about it. They just walk
around it and pretend it isn't there. Well the problem
of understanding differences is one of the biggest of all
the elephants around here. Peace Corps workers, people
from Ausaid, USAID, the EEC, and so on all too often will
look at a situation, see a problem, and come up with a
really good solution, help to implement it, and then watch
it fall apart when no one seems to care. I think the big
reason that things like that happen is that no one really
thought that it was a problem that needed to be solved. It
is really easy to see things from our own point of view
and forget that it may not be the right way to look at the
situation. I don't know any quick way to get around that
problem. I think it takes time measured in generations not
years.
