I suppose because the people we lend to just take things for granted. They figgure if we are sucker enough to lend them money one time and they piss it away....we are sucker enough to do it again and again.... Of course perhaps if enough people like you would complain to the state department and the American taxpayers that you think our generosity sucks and that we are doing more harm than good we might consider just telling to next country that comes to us for aid to go take a hike. I think that could be managed.
