You may have just identified a major flaw in the constitution. It has to do with landowners rights. I don't know a lot about it, and I don't know how it works in PNG but I do know that many other developing countries have been confronted by this problem. If the government owns all minerial rights in the country this does not give landowners any power over the government. Therefore the government can do what ever it wants to without opposition. Not sure where I am going with this. But I do know that when the citizens of the country (landowners) have rights to control their land and the resourses on it, free enterprise results, the citizens gain the revenues and wealth instead of the government who would only waste it.
