At us usually it was under the shower during washing, when they were going to wash privates. They told "Take away your hands from peepee, I will wash it". Or - "Stop twisting, I will wash your peepee".
Everyone's privates were washed always and in the same way. Even when I was 11 it was the same way as they washed the 6 or 7 years old first-graders.

Also in other different cases, for example when some one didn't want to take off underpants of the first bathing day.
