Primary qualifier: 5 for the top 20, then 1 for every 10 or part of 10. WMH are skipped in the counting. WQs with judging conflict are skipped/deferred and next spot becomes a WQ.

Secondary qualifier: 5 for the top 20, then 1 for every 10 or part of 10. WMH are not skipped. WQs with judging conflict are not skipped.
