Until the age of about seven, I think, I was spanked only on the bare butt, with my dad's or (much more rarely) mom's hand. My dad started using a little wood paddle I think around age seven and a half, and it was probably 50-50 whether I was paddled on my pants. It didn't really seem to matter much, even though the paddle was small, it had a nasty sting even over my blue jeans. When I was nine or so, I recall the day quite well when the shift to "bare only" happened. I was in for a spanking from my dad, but prescribed by my mom (which was common, she rarely gave spankings, but commonly decided when I needed one). With my dad and I present in the kitchen, she proclaimed it needed to be on the bare butt, and that "he's old enough to know better, so from now on they all need to be on the bare butt!" My dad didn't argue, and for the next three years or so (until my spankings ended) that was the way they were.

As to why they spanked on the bare butt, it was never stated. I don't think it was to increase embarrassment. My parents believed in privacy, and always sent us kids to our bedrooms beforehand. During the spankings, the bedroom door was closed, and while siblings surely heard each other howl, we didn't see oneanother spanked (there were a small handful of times mom would come in and watch me get a spanking though).

Even though I was paddled on the seat of my pants sometimes before the change to "bare only," and those had plenty of sting, when I was paddled intermittently they seemed to sting much more. So when the "bare only" change was made, the purpose always seemed pretty plain to me that it was to ensure the most sting. Memories of my dad's paddle are that it wasn't very big, and the spankings themselves were never really very long. My worst spankings (with the paddle) were maybe 20-25 spanks or so, and probably over with in 30-40 seconds. Applied repeatedly and rapidly to my bare butt though, the paddle made the spankings unbearable and memorable.
