It didn't happen in my family. My mom tried at various times to be the primary spanker, but her default was always wait for your father to come home. She grew up with my grandma as the sole disciplinarian, but my dad's childhood in Mexico had his father as the main one. That's pretty much how our house ran.

My mom was never that good at giving spankings. Multiple times when my dad was working out of town, she sent me next door to "talk" to her mother rather than doing the business herself.
