Actually when his disciples asked him about God, or if there were a God, The Buddha refused to answer, keeping silent.
While it is true that today's Buddhist's have substituted dependent orgination for the concept of God it would be wrong therefore, in my opinion, to associate that as what Buddha himself refused to confirm/deny. In other words since Buddha didn't answer this most basic of questions he nevertheless didn't deny the existence of a Primal Cause.
As for the mind manufacturing the visions of God in one respect that is true, if one can understand the Infinite Mind that underlies all mentality. That is, our little minds are just ponds of relative awareness in the vast oceanic endlessness of the Mind of God and therefore we see the visions of the focus of personal devotion (if we are advanced enought that is) such as you've described, but all the mystics of all times have said that God is beyond all form, so one could say the little mind receives the vision whereas the no-mind perceives direct Formless Reality.
