This is a major moment in Mulder's life... I think she should have told him in private. It's not the time for minding that the boss is being bossy. And Skinner would have of course found out minutes later.

Also, it's interesting how she just busted out with the news. You'd think she'd at least say, "Mulder, it's your mom..." but I guess it's nicer to Mulder to just spit it out.
