You could be right about that being the reason DD wants out Stardoe. However, as I read your post I began to think of the episodes that have allowed Mulder to develop. Granted those episodes are few and far between but we do have:
Paper Hearts, Demons, Redux 2, and Amor Fati all showing Mulder's personal angst.

Suddenly, I'm back to my original theory as I notice that while these episodes do explore Mulder's character and allow DD a chance to stretch his acting muscles they don't allow growth and change in character direction the way that Closure did. Well, maybe Amor Fati offers change if we are to assume that Fowley was ever in the running as a serious love interest. I never bought that for a second but maybe I was expected to. Amor Fati at least offered the hope of change. Maybe DD got fed up when that hope failed to manifest.

who feels for DD, playing such a dead-end character for 7 years must be tough. Mulder in many ways is just a catalyst for Scully to change and grow.
