PORTOLA VALLEY, SAN MATEO COUNTY, CALIFORNIA: "Pet Overpopulation Program"
(POP) ordinance changes are set for a second reading, Wed. at the April 10
Town Council meeting. For historical information 1990-1995 on the infamous
San Mateo County Ordinance including breeder permits, cat licensing, feral
cat caretaker registration and regulation and the fancier permit for up to
total ten cats and/or dogs (not proposed in Portola Valley) see our paper
at PV resident, Rebecca Trevino, of
Silicon Valley Animal Rescue is coordinating local
opposition. SVAR operates a low cost spay/neuter clinic in San Carlos
where some of clients have been able to claim partial s/n reimbursement
from the Animal Population Trust Fund created by the original POP and later
funded by a $1.00 per license per year surcharge on all county dog and cat
(where applicable) licenses. With very restrictive provisions and no
publicity, individuals who would not use clinics or even have a private
vet- the original target of this program - had been excluded from claims,
and the only payments made to Peninsula Humane Society (contract animal
services provider) and Pets In Need, a private no-kill shelter. In recent
years, an additional private rescue organization - Another Life for Animals
is operating on the San Mateo County coastside


The current proposal has been subject to the usual "spin" - that as many
cats as dogs could be returned to owners if only they were licensed and
rabies is a growing problem (not in CA with no cat and 2 dog cases in
2000.)

CALIFORNIA SENATE BILL 1373: The hearing before the Senate Committee on
Business and Professions originally set for this Monday, April 8, has been
postponed by the Committee in anticipation of still more amendments. AB
1373 by State Senator Jack O'Connell (D-18) of Santa Barbara, SB 1373 would
require registration and payment -- prior to sale a cat or dog less than
one year -- a "registration fee" to the local animal control agency, which
would issue a "registration fee receipt number" to be used any
advertisement for sale. Each local jurisdiction would set its own
registration fee and requirement that the seller "ensure that the dog or
cat has been microchipped and the owner's identification has been entered
into a local registry.

CALIFORNIA AB 1336 authored by Assemblymember Paul Koretz, (D-42) West
Hollywood, co-author Senator Jack O'Connell, now requiring pet stores to
distribute information on sterilization and licensing will probably be
heard in May.

CALIFORNIA SB 811, authored by California State Senator Jack O'Connell
(D-18) of Santa Barbara, co-author Senator Edward Vincent (D-25) of
Inglewood, dealing with compassion and respect for both humans and animals
in school curriculum is still in the Assembly Education Committee chaired
by Assemblywoman Virginia Strom-Martin with no hearing date set but has
finally garnered some active opposition by livestock and other animal
groups who traveled to Sacramento on April 4 for a meeting with O'Connell
staff and activists including Virginia Handley of Fund for Animals and
Beverly McGrath. Former O'Connell aide, Kellie Smith has moved on to a
committee staff position and was not in attendance. An opposition web page
for SB 811 has been established a


GOLDEN GATE NATIONAL RECREATION AREA OFF LEASH ACCESS: April 12th is the
deadline for comments on whether the Park Service should consider a special
rule to allow off-leash recreation in portions of the Golden Gate National
Recreation Area. At the very minimum: Email a comment to
goga_pets_anpr@nps.gov or mail it to GGNRA: ANPR, Bldg
201, Fort Mason, SF, CA 94123. Say that you support a special rule for
off-leash recreation in the Golden Gate National Recreation Area - to
bring the general regulation into compliance with the GGNRA's enabling
statute "to provide for the maintenance of needed recreational open space
necessary for urban environment and planning." If you visit the GGNRA now?
Say so in your comment. Tell the Park Service what works now and how it
could be improved. If you've never been to any of the parks in the GGNRA,
you can still support the idea of off-leash recreation in a portion of the
GGNRA. Sign the online petition at http://www.PetitionOnline.com/OLA/ and
get everyone you know to sign it. Help get 10,000 signatures by April
12th. Don't worry about writing the perfect comment! Just write! Join the
new discussion forum at www.fortfunstondog.org - click on "Message Board"
Go to www.sfdog.org - read the background information on this issue, then
send a longer comment describing how you believe off-leash recreation can
be accommodated in the GGNRA.
