PORTOLA VALLEY, SAN MATEO COUNTY, CALIFORNIA will consider, at its
Wednesday, April 10 Town Council meeting, enacting the infamous San Mateo
County "Pet Overpopulation Program" (POP) including breeder permits, cat
licensing, feral cat caretaker registration and regulation but not the
fancier permit for up to total ten cats and/or dogs. Most of the county's
20 cities have rejected the POP since the County enacted it in 1991, but
shifting personnel in all areas involving animal services, local government
and city council turnover is lowering the bar. Portola Valley is a small,
upscale rural town west of Stanford University where animal problems are
nil, and the only reason for ordinance amendment is a citizen's request for
the Town to handle its own dangerous dog process. PV resident, Rebecca
Trevino, of Silicon Valley Animal Rescue is coordinating local opposition.

FED. FARM BILL CONFERENCE COMMITTEE: Consideration of the "Puppy
Protection Act of 2001" included in the Senate version of the Farm Bill as
Section 1049, "Improved Standards For The Care And Treatment Of Certain
Animals" is the subject of an article on the CNN website today (through
4/18) entitled, "Fur Flying over Puppy Protection Act."
The American
Veterinary Medical Association opposes the PPA amendment. See AVMA's

CALIFORNIA SENATE BILL 1373: By State Senator Jack O'Connell (D-18) of
Santa Barbara, SB 1373 has been slightly amended but still would require
registration and payment -- prior to sale a cat or dog less than one year
-- a "registration fee" to the local animal control agency, which would
issue a "registration fee receipt number" to be used any advertisement for
sale. Each local jurisdiction would set its own registration fee and
requirement that the seller "ensure that the dog or cat has been
microchipped and the owner's identification has been entered into a local
registry. Our opposition letter had anticipated the amendments, but we did
fax a restatement of opposition to the Senate Committee on Business and
Professions set to hear the bill on April 8. If you still need to write
letters of opposition to SB 1373, refer to "SB 1373: Dogs and cats:
registration and microchipping, Amended April 2, 2002." For the Committee

CALIFORNIA AB 1336 authored by Assemblymember Paul Koretz, (D-42) West
Hollywood, co-author Senator Jack O'Connell, amended to eliminate the
sterilization requirement for pet store sales and substituted a requirement
to distribute information to, also on the hearing docket for April 8 at
Sen. Bus. & Prof. has also been amended to provide a standard for the
information, "(b) The delivering of any model materials prepared by the Pet
Industry Joint Advisory Council, the California Animal Control Directors
Association, the State Humane Association of California, and the California
Veterinary Medical Association shall satisfy the requirements of
subdivision (a). These organizations may provide a copy of the model
materials to the Department of Consumer Affairs."
