Because none of us here are from Rome and you are trying to make the argument that he was speaking exclusively about/to Roman believers.

There is nothing here that doesn't make the "all men" in Chapter 5 all men of the world.

All men have universally and unconditionally been given sin nature. Or was that just for the Roman believers too? LOL!
