It is Tip the penguin! I misread the tag. It must be that penguin from Little Mermaid II like you said, Mark...I haven't seen that movie yet, so that would definitely explain it :) I recently aquired five of these plushes and had no idea who it was!! They are US releases...and his feet are made of some kind of sturdy material so he can stand up on them.
