This is a good text-to-speech reader you can try.
NaturalReader this is a free version that you can buy a never version of the same thing when more features as if what you're looking for this version was recommended to me the first price. I have had no problems with it I only use the free version easy use it is the main thing.
There's another version called text allowed that is good version as well you have to pay for this though.
I am not sure on your question if you are looking for a version for a computer or a version for a tablet/iPad these versions offer computers only.
I do use one for a touch is called a web reader it's quite good if you want to read text downside to it you do have to be connected to the web free to work
is another at app you can use called speak it if you copy and paste something into this app it will then read it back to you.
