You made some comments about every country trying to interpret the same set of words:

I was once told by a German referee that the 'same set of words' had been translated into 5 different German versions, each with varying differences.


So are you advocating that, 8 years ago in NZ, when top regional referees interpreted the same set of words in several different ways, we should have left the players at the mercy of each different referees interpretation?
Why not try and make our own interpretations consistent, and how could we do that without enhancing the rules?
And why not make our rules consistent with the way people in NZ wanted to play?
And isn't it easier to play to a different set of interpretations if you are clear on your own interpretations... how can you identify the differences if you aren't clear on your own position?
