Again, I state that the game has been defined internationally as a 20 minute game, and the proposed National League claims to prepare us for International Competition- which is a 20 minute game. (Not my words, the words of the proposal STATE that it is to ensure good results at Worlds).
I am not convinced by the examples you give.
1. The NBA is supported by the population of the greatest superpower in the world, with the equivalent of 52 countries united under one constitution and basically they can even hold their own sports World Championships anyway (look at baseball and softball).... Not to mention that they have not managed to get that structure working for Canoe Polo in the USA, nor have the USA canoe polo teams been in the top 6.
2. One Day Cricket and Cricket Max players are not necessarily destined to be great test cricketers, and vice versa. For instance, Richardson is a great test cricketer, and he struggles in the One Day International format. Hence, a 40 minute game isn't necessarily appropriate to produce a 20 minute player.
3. Rugby 7s - a classic example of a short game in a tournament format to encourage spectator numbers and make the game more exciting. Touch rugby, the same.Canoe Polo continues to use a tournament format, even for the World Championships.
In rugby 7s, touch and one day cricket, they shortened the games to make them more interesting. By the way, I don't believe the Australians adopted a 40 minute game time to reach the World Cup final, in fact, I think they travelled overseas and played in European Championships in order to become match hardened. They spent the money.
As for goal line restarts, it produces a much more cautious offence that results in a defence oriented game plan. I'd suggest that in preparation for the World Cup, NZ teams play a centre line restart. I'd also suggest teams attending Aussie Interstates do the same, because there is a tactical difference in your approach to the game. Maybe you'll find more opportunities to substitute, and more opportunity to get coaching tips across...
