Personally, I think the restriction is lame. It especially bothers me when we switch to green needles to pre-select the localizer track. Why go to heading mode? We only do the track setting when the wings are level anyway, and with the roll at less than 5 degrees, ROLL mode will actually hold the present heading, just like heading mode. A lot of guys forget to reselect NAV mode after setting the track bar. They are not reminded to reselect NAV because they see HDG on the PFD, which is a normal mode, and doesn't spark anyone's attention. Going to roll would serve the same purpose as going to heading (if the wings are level,) plus you would have the added benefit of seeing ROLL on the PFD reminding guys to go back to NAV mode if they should forget to reselect it after going back to white needles.
