I haven't used much of FrontPage, so can't comment much there... but if this becomes your program of choice, be careful with choosing your web host. either make sure that the host supports Front Page extensions (some offer it full out, some turn it off unless you request it, some charge you to use it) or make sure your not using them (mind you, I have no idea what the extensions are, or how you'd go about turning them off... sorry!)

I've used other editors before dreamweaver (hard-coding into notepad, then into EditPlus; using Netscape's Composer for tables mainly; Adobe PageMill for frames mainly; before finding Dreamweaver) - to me, it's a blessing - where I used to use Netscapes, and go back and fix the things in another program that I didn't like, I can do all that in Dreamweaver (you can edit your code directly, or just drop everything onto the screen without even hardly looking at the code)

For graphics editors, Photoshop (v5.0 and up I know for sure) can save your grahpics in web format - you can even preview 4 different views of it - to see which level of jpg is small enough to load quickly without looking like crap; to see which is smaller file size - jpg or gif; etc.

Fireworks is somewhat similar to Photoshop - saving in multiple web-friendly formats, etc. but it also allows you to animate graphics, and a lot of other cool web things that I haven't all figured out yet. The other cool thing is that it's coordinated with Dreamweaver - so if you have an image on your page, you can choose to edit it, and it will pop the file into Fireworks for editing - which can be a nice feature (particularly with image size)

As for the free servers... I prefer Geocities free service. Their hosting plans (which include domain names) are too pricey for what's offered. The pop-ups get annoying though.
FortuneCity, Tripod & Angelfire all drive me nuts - too many pop-ups.
