BAD SELLER!!!

I recently purchased a dress from a lady named Samantha. I was told that the dress was damaged and she would return my money. NOT!!! She also sold 2 other dresses the same week as mine, and told those ladys the same thing. None of us never received our refunds! We are all pretty upset! She knew what she was doing! She states that she runs 2 online photo contests. Does anyone know who I am talking about? If so, how can we get out money back? All our payments were paid through paypal. We have filed complaints with paypal and the IFCC for internet fraud. Since she lives in a different state, can we take her to small claims court? We have all emails from her stating that she would issue a refund, which she never did. All emails to her are coming back undeliverable. We have tried calling but are being told she doesn't live there. HELP!!!! I am really ticked off!
