If you are an optimist, with a vision of a rosy next thirty years, it could be an interesting plan. Almost as good as the Plan to Build The Hospital in The Swamp and bring in patients from the US to enjoy the excellent, inexpensive, friendly medical care that these islands could offer with their lack of lawsuits, skilled hardworking people, and lack of bureaucracy.

I hate to allow any credit to anyone for having had the hospital plan, but it had a germ of possibility if you were not aware of the special conditions that exist in Cayman that make such a venture an impossibility. And was the proposer ever aware and in fact responsible for many of those special conditions!!!

Government's problem is not that it is short of money but that it had too much and wasted it. Until they correct the error of their ways, any plan is a bad plan.
