Subject: Okay, I'll ask it here!

I posted this question over at the "Seasons 1-7" board, but that doesn't get much traffic, so I'll ask it here, instead:
When season two begins, the X-Files are closed and Mulder and Scully are no longer working as partners. Scully has gone back to doing what she was doing before she became Mulder's partner on the X-Files: teaching and performing autopsies at Quantico. Mulder, however, is assigned boring wiretap and surveillance duties.
WHY??? What had Mulder done, but Scully *hadn't* done, at the end of season one, that merited him being "punished" in this manner? During the Pilot ep, much was made of what a brilliant criminal profiler Mulder was and how the bureau didn't want him wasting his talents investigating the X-File cases. So why, once the X-Files are closed, do they turn around and waste his talents by having him do routine scut work?
I'm sure this has been discussed before, but I simply don't remember.
