I agree with you. Consolidated democracy in Colombia seems like a goal difficult to achieve. But starting working towards achieveing democracy should be a main objective of the leaders in Colombia. How they will do it, is also a very difficult question to answer. But i believe (like you) that the Colombia government has to legitimatize itself, and this should be their first step in achieveing democracy. By doing this, people will feel a stake towards their government and more importantly trust their actions. This will probably also decrease the trust in paramilitary groups and guerrilla fighters. The government should think about what the people want first not what the paramilitary groups want. With increased support within the people, the government can become strong. Even though it isn't easy as it sounds, just trying could probably help the country a little.
