Yes the leader must remain in the original final hex. OTOH, one could decide to voluntarily break the leader (rule 13.7) in the location, but if you do so all the broken squads would have to do the "leader loss morale check" specified by rule 12.22.

Here is a copy of a Q&A related to this question. It applies because if the leader is stopped where the squads broke, that is also an "alternate route." BTW, it would be worth your while to extract a copy of the electronic Q&A, although it is true that finding relevant questions is not always particularly easy!
