Thanks for helping, Alan.

You've clarified my understanding of what is a route-able "non-open hex" and when a unit can board a halftrack.

The situation occurred when playing the "gimme that map" scenario. The halftrack with a broken leader and an unbroken squad had to toss out the leader so that it could move past an enemy unit to get off the board in order to meet the victory conditions. Its amusing to think what the social dynamic was inside the vehicle for this event to take place.
