I never liked this episode, but for some reason I changed my mind after viewing it again. It'll never make my top 10, though.

I think what appealed to me this time was viewing it in terms of character development. We get to see a different side of Mulder, a side not related to the x-files, and we see his insecurities. He doubts himself after Phoebe (bleah!) comes back into his life, but is later reassured that he was correct after he walks in on Phoebe and what's-his-name. (And what was with that anyway? In no other scene are we given any indication of any interest between those two. Are we really supposed to believe he'd be in a lip-lock with Phoebe with his WIFE in the house? Please.)

Scully, too, was interesting. She feels like a fifth wheel around Mulder and Phoebe, and Phoebe's dismissive attitude toward her doesn't help matters. But Scully can't let it go and investigates anyway. She ultimately helps Mulder reclaim his belief in himself.
