it isn't the circle layers that make it full, it is the underskirting. you have to make layers of under ruffles to make it stand out like a pageant skirt. kind of like a petticoat. hope this helps : )

The previous replies to your note are both correct. Layers don't really matter and pettioats are usually required. Here are a coulpe of other tips that may help. The petticoat is usually made from the same organza as the skirt. This makes it tough to tell what is skirt and what is petticoat. Secondly, the number of layers is not the key. It's the nymber of circles. One circle is not enough. You need at least two. One full circle on the front bodice and one on the back. Get out those math skills. You know, the one's that you said you would never use when you were in school. Good luck.

Now, I get all that about the underskirt. Here is my question...how do you cut your circles?
