Do you start out with a round circle for your short skirts? Looking for the right pattern.

Yes I do start with a full circle pattern (poodle skirt) it depends on age and what type of skirt that you are looking for.

Im VERY interested in HOW to make the skirt FULL.
I need the skirt to be ONE length but want it gathered at the waist so it hangs with lots of gathers at the waist and looks really swingie,. If that makes sense, I do know that it has to be layers along with ruffles but when I do that it still only HANGS pretty straight.

Anybody Help and Understand me!

That much fabric will be heavy and hang long regardless of how you cut it. You can cut the waistband really big and gather it but unless it is a very small child you will be better off to make a fluffy crinoline or ruffly slip to go under it.
