Lisa, I've been making tutus for years. If you are wanting to make a true ballet tutu you can not use tulle. Tulle is not stiff enough and your work with be for not. Your tutu will droop and look like it has been around for years. You must use petticoat net sometimes called diamond net. Tutus are actually not difficult to construct but they do take quite a bit of work. Feel free to email me if you would like to know more. Much to info to go into here. Greg
