That's the tricky part, but it needs to be done now before things get worse.

I'd say that you tell teams a salary cap begins in the year 2013.

That way, teams can prepare for it better.

For those that already have big contracts for that year, that's the trickiest part. They could do something like what the NBA did and allow teams to pay off a contract if they want...and they get to do that for one or two players. And by doing it, it doesn't count against the cap.

I don't have the numbers in front of me to see how teams will be affected by it, but something along those lines for starters.

Another thing that needs to be done is a salary cap floor. That would make teams like the Royals or Marlins have to spend to maybe actually take away some big talent, if that big talent will sign with them.
