Well I just watched his instructionals and the AIM clinic and he plainly states that he only uses wrist motion. So unless he has changed his approach to picking, it's wrist action. I don't know of anyone who keeps their forearm completely still while picking, maybe you're confusing the fact that the wrist is connected to the forearm and there will be minimum motion no matter what with using the forearms to guide the pick.
