Mike,

The engine itself creates the vacuum. Any time you have a throttled flow of air (like the air flow through a carburetor venturi, you can create a pressure that is lower than ambient.

The #19 line runs into the control box an first goes to a check valve. From there, it tees and goes back out as line 3 and line 16. It also goes to the EGR control valves A and B. #3 and #16 go to below the thottle plate, so they are vacuum sources, 3 being the source, and 16 supplying vacuum to the EGR valve and some sort of air control valve.

I'd check the check valve first, then look at the EGR control valve....glen
