I wouldn't want to get into an accident with a drunk, only to find out his insurance didn't have to pay anything. Why should innocents pay the price for someone's drunkeness?

Rather, this is what I would suggest: the insurance pays the injured party, but then they can sue their client--take their house and every dime they have. And they can be dropped after the first DUI infraction or their rates can be raised through the stratosphere. If someone is unable to get insurance, then their license should be revoked. But then you need a law/court system willing to make people pay dearly for driving w/o a license. What are the chances of that?
