Obviously you don't know a thing about politics.

When a government official makes a mistake, or some kind of tragic incident happens, he often resigns from his position to show his responsibility, even if the incident is not his fault. Is that because the official cannot handle the situation? Probably not. In most cases the official can handle the problem quite easily, but he chooses to resign. Also, in many cases the citizens do not blame the official, but the official still decides to resign.

Mr. Tung's case is different. He screwed up HK's economy and decided to continue for 5 years in order to lead HK out of the bottom of valley. Is that responsible? In some sense, yes. However, when most HK citizens want him retire, he should show some responsibility to the citizens and give his job to another person. Now he is "responsible" to the trouble he brought, but irresponsible to the HK citizens.
