When's the last time you heard of someone robbing a convenience store in order to pay for his nicotine habit?

I think government drug maintenance programs (which would pay for themselves) would be a more human approach.

I'm not suggesting that organised crime will ever be completely eliminated, but we can make a real difference by changing the way we handle illicit drug use in our culture.
