I think the cities have always had targets painted on them; its our emergency response systems which have been lacking, IMO The gov fell on their noses with the towers...

As far as rebuilding, I say go for it, put a memorial in and rebuild, I think most people have the live coverage burned into their memories, our generation will not forget, nor my daughters.
