Here's what I am thinking... the less financially able families will in some cases be able to do much, much better than they otherwise would without vouchers. In a way, it levels the playing field in the US (where nice areas have nice schools and poor areas have poor schools).

Additionally, if you still get ghettoised schools, then you give additional grants from the government to those private institutions getting the best results (you can measure that in any number of ways--standardised academic testing, the introduction of innovative programs, rewarding schools that can attract teachers that get the highest ratings, etc.) IOW, with competition AND government assistance, you'll level the playing field. Of course, you'll still have that elite niche too (the ultra exclusive private schools that only the rich can afford), but you already have that.
