This is a message to all Engans, esp. those in Laigiam-Porgera that the Placer Porgera/Barrick Ltd, the National Government and Enga Provincial Government have an agreement in the Memorandum of Understanding for Porgera Gold Mine for Placer Porgera/Barrick Ltd to facilitate the Tax Credit Scheme (TCS).

In the TCS, the Placer/Barrick is allowed to use about 5% or 1.25% of the gross revenue generated from the mine in one fiscal year to fund any porject proposal in enga which is considered appropriate and selected by the Open Member and the Enga Provincial Government. The National Government estimates each fiscal year that the TSC amounts to about PGK100.00 million. If the open member and the epg do not suggest any project proposal, the Placer/Barrick do not built the projects in the project. Who misses out; it is the engan people who miss out if the elected members do not perform. I deem that has been very little performance in this programme in the last few years.

Could the Laigiam-Porgera Member, who is also the vice minister for Ministry of National Planning and Monitoring, check on the TSC, which is operated by his Department, to ensure that enga now benefits fully from this TSC from now and henceforth.

One of the biggest request is that the Laigaim-Kandep-Margarima Road, which is sadly in a dead stage be rehabilitated through this TSC. Under this programme, such request counld be undertake in few months if Placer/Barrick is given the instructions.

The other projects can be selected by the members and the senior officers but the above project be given more consideration.

IT IS TIME TO DO SOMETHING FOR THE PEOPLE OF ENGA.

This is in reality the tangible benefits the poor Engans are missing from the WOrlds Second Largest Gold Mine in the Province. The Epg and the Laigaip Porgera MP should bear in mind that the company will leave nothing in the province if its terms come to end. We will regret the benefits we supposed retrieved from our own resource productions.

Who knows, may be the Epg and other elites are accessing silent benefits from the company using their authority instead of benefiting the local communities suffering from basic services. Please, our elected MPs, stand up speak for the voiceless and initiate tangible developments to the community.....

all engans should be aware of:

(1) total economic resources available to the enga province in current time includings biggest projects such as porgera and mt kare. there are other agriculture potentials but comparatively small and forestry being relatively smaller. furthermore, others would include eco-tourism but given cultural and traditional perspectives, any progress would be very slow.

such outlook implies that 5-10 years from now, enga's future is very dim, unattractive, chaos and problems in all perspectives.

(2)what do we do now to make good our future in the province for us and fro our children; being still proud as lions and strong and rough and still rule as our forefathers did. to expand the dominion that enga is still to be relied upon by the country.

we have to use all these current economic resources fully and appropriate by investing in such programmes i have mentioned in this forum under several articles.
(i) invest huge in physical infrastructures in the province such as roads and bridge to smoothly link up the districts to the provinces. invest in setting up administrative structures such as government houses, police offices, post services, schools, health centres and hospitals, colleges in the province.

(ii)invest in agriculture sector and commercialization fo this industry very appropriately. creating production factors for agriculture projects, marketing strategies for their products and creating and enlarging these markets both inside and outside of province. improving transportation system as in point (i).

(iii) invest to re-vitalize the tourism and hospitality industry in the province to expand eco-tourism potentials. assisting the local/rural people to build and own guesthouse, lodges, hotels. bringing in cultural programmes usch as the cultural centres in the districts.

(iv)invest huge in science and technology by educating engans in all academic schools to higher standards. then, create facilities in the province for researchers of science and technologies. any product from this invest make better enga.

(v)interprovincial roads to link up southern highlands to create demand for services andf goods in enga and road to the sepik ports to bring in supplies needed to drive and boost engan economy.

I made a request thru this forum if one can inform the six MP's to access this website. There are some good informative comments being published here including this subject but are they being relayed appropriately?

I'm sure the the 6 MP's can affort a laptop, get hooked up to internet and get their PR officers to access it.

The informations here are good for our awareness but need to get the implementers aware...

Before you and I know, these PR officers and their MP's will love to read and extract valuable information, yes at FOC costs... and thats our contribution to the development of Enga...

PJV has spent a staggering 560M PGK in the Hela region and under 160M PGK in Enga over the last 5 years. Does that tell you anything. Us Engans are weak people, we will never be like our Hela brothers. They took down about 20 power pylons in a week which crippled PJV for about 6 months. This has caused PJV to focus more in Hela region then the actual host province.

Steve, May I kindly ask you to talk to the MP for Laiagam Porgera on this concern, please. This is truly important and that it seems Enga has been deprived due to lack of knowledge or just simply filling someones' pocket for the last decade.
The thoughtful suggestion to invest on the road infrastructure is important and that we need to get Placer/Barrick to fund road maintenance through the tax credit scheme. Placer/Barrick Ltd funded some sections of the highlands highway with so much into SHP. I would suggest EPG and the Open MP work together to get Placer/Barrick to upgrade and seal the Laiagam to Pogera Road. The Laiagam-Kandep-Magarima section of the Enga Highway is currently listed for funding under the ADB loan funded road projects for the highlands region. For this project to start, it requires counterpart funding from EPG and concerned Open MPs. The Laiagam-Kandep section had been delayed due to lack of counterpart funding from the EPG and concern open MPs. I can faciliate discussion between the EPG/Open MPs and the ADB loan funded project team to speed up if need be.

I am currently in Tokyo but I do appreciate your concerns and take them with high regards. I will converse with the Member for Lagaip/Porgera upon my return this September.

However I must inform you that resources are scarce and we must attempt to prioritize areas that will be detrimental for OUR CITIZENS' long-term wellbeing. That is not to underestimate the usefulness and essence of road infrastructures because they ARE all important capital goods. However, the costs and long-term maintenance and repair can be so demanding that we must prioritize the main road networks that will be of use to an agriculture industry (i.e. pyrethrum, potatoe)if we are to create one. From MY knowledge, the Member has prioritized the maintenance of the Laiagam-Porgera and Sirunki-Laiagam roads which is part and partial of the Highlands Highway PLUS the creation and repair of feeder roads to bulk pyrethrum or potatoe growing areas (e.g. Yapai-Kindarep road).

Currently we are investing funds for an electricity plant in Laiagam that will generate power for our Australian contracted pyrethrum plant and a potatoe factory in Sirunki. Plus we have plans to start building Laiagam Secondary School in Mamale, and to partially fund a Digicel Mobile Tower. Other projects to be funded include mini-household plantation projects through respective resthouses and the utilization of DPI Laiagam and Porgera. Not to mention other needs for the health and law & order sector.

Ladies and gentlemen, resources are scarce and we must make good use of them however the main GOAL remains the same - the smooth transition and sustained livlihood of our people in the agro sector! The Tax Credit Scheme has been revised to ensure more funding is given to development policies and plans devised by the EPG and the Parliamentary Office of Lagaip/Porgera.

As best as I can, I will attempt to ensure all your greviences are addressed with due consideration and cooperation from other open MPs (i.e. Sam Abal, Don Polye).

Very tangible project plans and I can't wait to see Laiagam restored to its former glory. Unfortunately we took one year planning and as far as roads are concern I want to help where possible to speed up things. The Suruki (Lam Bridge)-Laiagam section of Enga Highway is being tendered and will be funded by ADB. I'm happy to hear that our Open member will provide some counterpart funding to this project.

it is pleasing to read the note. but the people want the goods and services delievered. engans, regardless of tribal regions, are prepared to assistance where possible if required otherwise.

there is clear distinctions among dsip funds, district budget and tsc. the funds can be used to fund cross-cutting projects and counterpart funding but the net balance is the summation of all thus, upholding the distinctions.

have not seen the development budget 2008 for laigaim-kandep-margarima road to be funded by adb. if it is true as stated then am pleased.

could the laigaim-porgera project plans to be announced to the people of laigam-porgera.

Mate, what goes as a submission as part of the development budget is where;
1. Project proposals have been approved by ADB. Laiagam to Kandep section is approved and awaiting counterpart funding. Kandep-Magarina proposal has been submitted to ADB.
2. Availability of GOPNG component counterpart funding whether be from Enga Prov Govt or sponosored by individual open members.

As said by Steve on his thread, 'resource and money is limited', and as such big road projects like this can not be undertaken by the Provincial govt alone. I believe we need to take advantage of this ADB loan project and provide counterpart funding. Yes, we need to provide the support where we can to speed up things.

Projects unveiled for Lagaip-Porgera
A NUMBER of projects unveiled by Lagaip-Porgera MP Philip Kikala will bring change to the district in Enga province, which is lagging behind others due to tribal fights.
Projects amounting to K13 million were unveiled in Laiagam by Mr Kikala and Works, Transport and Civil Aviation Minister Don Polye, who is also deputy leader of National Alliance party.
A five-year development plan for 2008 to 2012 was also launched and new vehicles worth K1.1 million were distributed to various divisions like health, education, police and district administration.
The projects included the construction of a mini hydro costing K7 million, rehabilitation of the run-down Laiagam jail costing K2.5 million and the reviving of the pyrethrum industry in the electorate at the cost of K2.5 million.
Mr Kikala said with unusually high revenue coming into the Government coffers because of commodity boom, now was the time to deliver and he urged his people to actively participate in the development of the district.
Mr Polye also revealed to the people that under stage two of the Wabag –Laiagam road maintenance, he would allocate another K27 million for the sealing.
He said that he would also allocate K42 million for Laiagam to Porgera road upgrading and sealing and another K25 million for Laiagam to Kandep road sealing under stage two of the road project.
He said funding for the projects would come from the K3.2 billion funding the Government would be getting from the Asian Development Bank.
Mr Polye told the people that under the Somare-Temu Government they would see some major changes in their electorates.

Mr. Kikala has done fine with the development plans and securing of such huge sum of funds.

One misconception is that such things can be done by any elected member in his and/or above his capacity as an individual and member from laigaim-porgera electorate.

The challenge is to practically bring these projects down on ground and operational with social and economi equities.

I hope that cuts out the assumption of him chasing after government cheques and chewing up vulupindi haus.

Well Done, member for Laigaip Prgera. A Good Job Well Done. Please continue the good job. Enga needs leaders who can deliver.

The many years of being an policy implementer is paying off. Yes, the province needs policy makers or MP's who are/were successful policy implementers.... A good LL - lesson learnt for other electorates???

I do not belive in Media exageration. When the real thing is happening, I will praise any MP. About this Polye's road sealing...this is all crap as he promised it 5-7 years ago esp. the Kandep-Laigam road BUT nothing has happenend.

I do not believe in any MP or person who does the sweet talking. Let's wait and see if they come to fruition.

I believe it's best for MPs to do their jobs first than to go to the media first. Most of our MPs are clowns!!!

I note that Vice Minister Philip Kikala, with the assistance from Minister Don Polye, has many essential projects for the district. It is not that easy to secure such projects; people who have influential and chrismatic respect in the wide political spectrum can get such many projects.

I see that the people of Laigaim-Porgera, people from Wabage Central and people from Kandep district should assist where possible to ask the tribal wars in the laigaim-porgera district to stop. The police and the provincial government and the laigaim-porgera district should ask the tribes involved to sign a long term agreement not to engage in any tribal problems. This development projects must start immediately and the Minister for Laigaim-Porgera and Member for Kandep should make the declaration in the face of the people in Laigaim District.

People from all districts should cooperate; enga should cooperate, to let these projects eventuate or be implemented, because all will benefit in one way or through other ways.
