Refer example of diverting project funds to lure votes at last minute or pay for votes casted in 2002 by-election... refer extract from Thenational 10 Jan, New road for Aiyale people By PETER PIA
---------------------------------------------------------
MORE than 15,000 people living in the Aiyale valley in Wabag district, Enga province, have a road which they built themselves.
Inter-Government Relation Minister and Member for Wabag Open Sam Abal funded the road project with K135,000.
The money was sought from the district road improvement progamme and Mr Abalís discretionary funds.
Electoral project officer Jerry Kaki said construction on the 80km road started in June last year and was completed late last month.
Mr Kaki said this was one of the many roads funded by Mr Abal through the K1.1 million from his discretionary funds and the district road improvement programme, which the minister had allocated since resuming office after the by-election in 2004.
He said people were now using the road to transport their fresh vegetables and coffee bags to markets in Wabag town.

Election time is "Judgement-day" for sitting members of parliament. It is a proven fact that many voters tend to bend their own self belief to vote for people with the goods. Selling ones vote to me is like becoming a prostitute. In one of the posts in this forum someone mentioned that, "Engan people" back in the village are more matured nowadays to cast their vote than some of us in the city. I totally disagree. Many people in the village are not well informed, that their vote should go with their beliefs. Most belief and personal integrity seems to be compromised during the election period, when people willing sell their votes to candidates.

In this case, EDF fund is being used to fund a project. In a way, it sounds good but the timing of it isnt. Sometimes you wonder, whether all the EDF funds are paid in lump-sum after a MPs term is about to be over.

Now is the time for people judge rationally and vote for people who can serve the people of Enga. Goodies and Wantok system driven votes should not be entertained in Enga. It is happening everywhere in PNG. We dont realise we are selling our beliefs and integrity. It is happening all throughout PNG and that is where corruption is begining.

Judgement day is around the corner, i hope the people use their own beliefs to vote for someone whom they see fit to lead the people of Enga.

It is a joke for Sam Abal to go that low to solicit votes. The road problem in the Aiyale Valley did not just happen over night. It existed since independence. If he is genuine and authentic enough he should have initiated this project when he took office. Why does he have to wait until election time to fund it? No Engan is stupid! We all know that this is a vote buying ploy that power hungry politicians use all around the country all the time.

Sadly, our people, the very people that give their blessings to this politician to lead, are uneducated and hence tend to accept this bribery and other con strategy that the politicians use.

The onus is on each of us educated Engans to inform our people on this matters. It is not a difficult task. All it needs is one or two good Engans to start it and it will spread. We cannot afford to vote those stupids again. Enga in the 21 st century must be led by capable leaders!... and we must start NOW!

I agree 61.

It is rather sickening to see the member for Wabag indulging in such free handout of peopleís money, only 2/3 months before the issue of writs. How can a responsible leader agree to budget and use the District Support Grant to pay people who voted him in 2004 by-election?

The K1.1 million can be better utilized if the MPís office can properly budget and expense per plan on one or two much needed impact projects that can benefit all. Would you spend this type of cash payouts on unplanned projects if it was money from your own company? We preach a lot about transparency, accountability, stewardship, enterprising and ownership of peoples assets but when will we ever practice what we preach?

The people of Wabag are not fools, they can not be mislead by a desperate MP who got lost somewhere between NCD and SHP. The Engans today are more matured in politics than our people from the last century and I won't be surprised if they get those money as their Ďpinis peií.

I hope the responsible authorities like Ombudsman and ORD can check if the peoples money is properly used. Wish the Works Dept can also check on their engineers at Wabag if these works are properly scoped and built to engineering specifications or standards. I hope my colleagues are not compromising with safety and their professionalism in the name of politics? My engineering assessment of the roads are nothing more than a catalyst for erosion..

Only to name a few, Lakemanda was given K40,000 for physically doing nothing, Aipusa was given K20,000 and the list goes on. Surprisingly, some villagers including Keas and Sari rejected what was offered because they thought they deserved more than what was offered. All other villagers from Akom to Surunki who feared free handouts pretended to do something by cleaning existing road drains, etc.

The truth is, when distributed, each individual will end up with only a K10 or K20 note but what can you buy with a Somare head these days? Good luck to us, free money, easy come, easy go!, before you know, itís all gone???

Member, thanks for the initiative, we will come and line up at the green house again when the road drains are blocked and grasses are grown up again.

AS ELITES WE SHOULD PROMOTE AND MAKE AWARENESS FOR ALL ENGAN'S TO SAY NO TO CASH HANDOUT's & YES TO PROJECTS OR DEVELOPMENT.
