I think it's pretty obvious that Smith somehow took over control of this guy. I don't know his name. Anyways, yes, he did almost attack Neo, and alot of people are wondering why the hell he cut his hand, then shook Neo's hand with the bloody one...

And the reason he was on the table next to neo was because he was the last survivor of that counterattack the humans did. Five ships destroyed, because someone prematurely set off an EMP blast..I'm thinking it was this guy... I'm sure most people who saw the movie think this too...
